Do Japanese people really suck at English? Is the statement proven true or just a myth?

It is reported that the English proficiency rate of the native people of Japan is relatively low compared to other countries, and there are curricular and cultural problems that cause them. Students experience great difficulty in sytudying the langue due to differences in their grammar, syntax, and even pronunciation. And the Japanese people, by large, do not understand that English is not optional, but essential.
