If noodles are made of flour, tempura also has a dash of flour in it.
Tempura is known as the battered and deep fried Japanese seafood or vegetable dish. The batter, which characterizes the tempura from others, is made of sparkly and crystal-clear cold water, soft and fine wheat flour (which can be cake flour, pastry flour or all-purpose flour), the freshest eggs, some cups of baking soda or baking powder, some helping of starch, a little bit of oil and a dash of spices for that truly tempuran taste.
