Before it's official inclusion to Shizuoka in the early 2000s, Shimizu was considered as a separate city that's mainly in a port. In the earliest compiled texts of the Nara Period, which was in the 700s, Shimizu was mentioned a a couple of times, making them one of the first cities to be included in such texts. From the 1600s up to present time, the city as a whole continued to gain recognition, from their exports, to their commercialization, to a whole lot more.
