That could be possible because this mister over here is Yoshito Usui, the Japanese manga artist responsible for bringing the oh-so-naughty Crayon Shin-chan to the world.

Coming from Shizuoka Prefecture, he published his first manga in 1987 at the Weekly Manga Action, with the title Darakuya Store Monogatari.

In 1990, his Crayon Shin-chan started publication in the same magazine. After 2 years, it got an anime series and a movie in 1993, which started the trend for this atypical "good" boy from the Land of the Rising Sun.
