Akihabara is not the only place where you can confidently showcase your kawaii cosplay noir costume. There is also the World Cosplay Summit and where else but on Japanese beaches. The activity has become so popular that it is basically normal to see cosplayers in odd places. The Combined Fleet Girls Collection (Kantai Collection)  players are dressed up as their favorite video game characters and anime TV series.

Cosplay is a contraction of the two words, costume and play. It is a form of art in which costumed role-playing is performed. The hobby has now grown vastly, making it a big part of the Japanese culture today.
