"Ricing" is a car enthusiasts jargon pertaining to modifying import cars, to suite the "ricers" needs and wants. The modifications include using huge exhausts, large spoilers, expensive rims and performance intake tubes.
On the other hand, VIP may mean "very important person," but probably not in Japan. VIP is more known in Japan as bippu, or the lowered luxury vehicles. They are also called hot wheels in some automobile sites.
Another terms can be read in the Youtube comments section of the video. Bosozoku is a Japanese subculture associated with customizing motorcycles, usually done by the youth. The term actually has a negative connotation, often associated with gangster groups, featuring flashy and most of the time noisy motorcycles.
